Here's a quick update on recent activity
Recent Local 12 employee assistance actions:
  • Correcting an incorrect pay setting.
  • Successfully settling a hostile work environment grievance.
  • Correcting a comp time inaccuracy.
  • Successfully settling a hostile work environment problem before it was grieved.
Current Local 12 bargaining issues:
  • The Alabama Project move into Building 1106 (the new project building).
  • The movement of Michigan project personnel from Pier 6 trailers and Barge 19.
  • The construction for a multi-function, two-story building within the footprint of existing Building 426, which will be demolished. New construction will include a one-story storage facility, provide properly configured production shop space (including jib cranes, monorail, passenger and freight elevators, covered and secured storage for high value and hazardous materials), include outdoor covered storage, and support worker quality-of -life with lunch room, showers and restrooms
  • A demolition/construction project at the Main Gate Area that will continue to upgrade Shipyard anti-terrorism/force protection (ATFP) and convey properties to the City of Bremerton for the Harborside Memorial Plaza and Park. Modifications will include the demolition of Pacific properties, reconfiguration of Main Gate functions, installation of CIA fence lines, and blast hardening of B/290 east end windows. Building 86 will be demolished and the Ship's Mate Canteen will be moved to a trailer set up near the area.
Recent Local 12 Activity:
  • Management and labor are meeting with NBK over recent parking issues. NBK has been imposing penalties that were not agreed upon for parking violations. No headway has been made yet, and Shipyard management is as frustrated as labor. There will be a continued effort to come to some sort of resolution on the matter in the next few weeks.
  • Local 12 reps recently received training and certification in HR for Managers. San Diego reps will be receiving the same training in February. All reps will be receiving training and certification in Labor-Management Relations for Supervisors in March.
  • Local 12 has a rep on each of the five NSPS implementation teams. These teams are: appraisal, pay banding, training, labor, and communication.
  •  Local 12 has a rep on each of the three strategic initiative teams of the Guiding Coalition. The Guiding Coalition is a strategic planning team composed of Shipyard department heads and other strategic personnel whose mission is to "guide" initiative such as LEAN and NSPS into PSNS/IMF. The three strategic initiative teams of the coalition are: people, customer relations, and continuous improvement.
  • Officers have and are submitting goals for the new year.

The Membership Should Know:
Local 12 reps meet regularly with department heads to discuss issues as they arise. This does not negate the employer's need to officially notify the union when a change in working conditions is planned. It does, however, mitigate the amount of time spent in bargaining if bargaining is requested after notification. In addition to cutting down the time required for bargaining, meeting regularly with department heads is advancing an already positive working relationship between management and the union.
