If you are a non-exempt federal employee, and you are sent TDY to a foreign
country or a US territory outside the continental United States (OCONUS) you are
going to an area that is classified as exempt to the Title 5 Fair Labor Standard
Act (FLSA) and therefor are not entitled to full time and a half for the
overtime you work. Local 12 has sent a letter to your representatives in
the United States Congress and Senate asking them to change the law. We
have also sent this letter off to the International and other IFPTE federal
locals at the other shipyard which have taken action to send it to their
congressionals. This
